CHALLENGES OF CREATING AN AFRICAN STANDBY FORCE INTRODUCTION 1. The OAU (now AU) was formed in 1963 with the hope that the organisation would pursue the independence of colonized territories, promote their unity, encourage peaceful settlement of disputes and development. The OAU therefore, concentrated its efforts towards evolving ways of mediating in inter-state rather than intra-state conflicts. However, the end of the cold war saw Africa being plagued by series of internal armed conflicts. When there is conflict, the decision to deploy troops takes too long to arrive at. For example, before the conflict in Rwanda got out of hand in 1990, the Rwandese exiles using the Rwandese Refugee Welfare Foundation (RRWF) and the Rwandese Alliance for National Unity (RANU) tried to bring their plight to the attention of the world. The OAU got some African Countries� commitment to deploy some 6000 troops to Rwanda.
