On the fateful morning of December 7, 1941, the Japanese bombarded the naval base Pearl Harbor, Hawaii. This devastating attack was called a surprise attack by FDR as he quoted �Yesterday, December 7, 1941�a date which will live in infamy�the United States of American was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.� (Wels 167) An abundant amount of information leads to the conclusion that the attack on Pearl Harbor was not a surprise. Prior intelligence, government diplomacy and naval strategies indicate that the attack was known to the American government; therefore, the attack was not a surprise. Diplomacy between Japan and the U.S. occurred many times during the year 1941. FDR had written a letter to Japan in early 1941 stating �there is a long period of unbroken peace and friendship.� FDR spoke of hope and an end to the conflict in Japan (Prange 4). Germany and the axis would never declare war on the U.S. if we looked unbeatable. (Web 1 16).
