Napoleon, who had been emperor of France since 1804 was finally defeated in June of 1815 at the Battle of Waterloo. He Left Europe a changed place having greatly upset most of the countries ways� of doing things. He had re-drawn the map of Europe and the original 400 states of the �Holy Roman Empire� became the 39 states of �The Confederation of the Rhine�. The 1815 peace settlement by the �Congress of Vienna� did not bring about the unification of Germany. This came as no great surprise as very few people actually wanted a united Germany. The Congress decided that it would be in peace�s best interests if they gave all the hereditary rulers who had lost land during Napoleons reign, their land back. This, in theory, meant that the original 400 states would have to be restored, however the �Congress of Vienna� decided against it so as to maintain the balance of power in Europe. They decided to keep the arrangement that Napoleon had made in Germany but made some alterations to benefit those who had contributed the most to his defeat.
