Problem: Heroin, Opiates Cultivation, Processing, and Trafficking The Islamic State of Afghanistan is a major source country for the cultivation, processing, and trafficking of opiate products and heroin. Many laboratories in Afghanistan are converting opium into morphine base. The morphine base is usually produced for traffickers based in Turkey where there these traffickers convert the morphine base into heroin with extremely high purity levels.
