Australia is an affluent country and ranks third on the Human Development Index (Watkins, Kevin et al, 2005 p.219). Nevertheless, several commentators have described Australia as possessing �a hidden third world�. This phrase has been used to describe the harsh reality for all indigenous communities of very poor health short life, expectancy, low education standards, poverty and very poor living conditions (Steering Committee for the Review of Government Service Provision, 2005). However, much of this disadvantage has been and continues to be hidden due to remoteness of many aboriginal communities and scarcity of reliable data (UN News Centre, 2006). Commentators such as provocative journalist John Pilger and author Elspeth Young have both described Indigenous Australians plight as comparable to third world countries.
