History of Social Security Prior to the industrial revolution, people always had some sort of security, not in the form of governmental programs but rather a security through the family farm, the network of extended families and communities. However, the industrial revolution brought with it a fundamental shift in the workforce from its traditional rural roots to the industrialized urban centers where people began working for corporations rather than for their families. This effectively eliminated the link to and therefore the security of the extended family and established the need for a governmental program to provide assistance to modern workers and their families. The first Social Security retirement program was developed in Germany by Chancellor, Otto von Bismarck in the late 19th century, to ��promote the well-being of workers in order to keep German economy operating at maximum efficiency, and to stave-off calls for more radical socialist alternatives�� during the industrial revolution.
