Do you agree with the view that the implementation of the new Poor Law, in the years until 1850, involved more conflict than compromise? The establishment of the new Poor Law Amendment Act, 1834, did not instantly create a new formed system. Diversely, the process and recognition of the changes were established rather slowly, varying across the country. The commissioners had to rely on their great tactics in persuasion, due to them having very little power and authority over the local communities. This concluding, that the commissioners were faced with many obstacles, in their efforts to implement the Act. The first obstacle the assistant commissioners had to overtake was the setting up of the new Unions of Parishes. In order to achieve this, discussions with the local community took pace, and public conferences were called. This was when the first major problem was recognised. The new Poor Law had planned unions of equal size, supported by the size of the market town and depending on the local parishes to have a combined population of around 10,000.
