The federal law known as the Stafford Act or the Stafford Disaster Relief and Emergency Assistance Act exist to bring order in the event of an emergency or disaster. The second objective is to facilitate federal assistance to state and local governments so the American citizens can get the help they need (Compilation of Basic Laws and Authorities). The original law was created in 1974 and was called the Disaster Act of 1974. The Stafford act as its known to many people was amended in 1988. It was named for Robert T Stafford. The creation of the law created a system in which the President can issue a disaster declaration. The declaration will then give the federal government agency Federal Emergency Management Agency (FEMA), the authority to authorize financial and physical assistance where needed. FEMA can then utilize multiple different agencies and the American Red Cross for disaster assistance (Wikipedia).
