Summary Every year at least 10,000 babies are at risk for developing neurological disablites. It is known that low Apgar scores are directly correlated with diseases like cerebral palsy, seizures, mental retardation, and brain injuries. It is also known that Cerebral Palsy effects 5,000- 10,000 newborns every year, in the United States alone; and that cerebral palsy has no proven treatment.
