Progressive Tax vs. Flat Tax The United States Federal Income Tax is currently based on a progressive tax system. A progressive tax takes a larger percentage of income from higher income classes. It is based on the �ability to pay� concept. This basically means that individuals who have different amounts of income pay taxes at a different rate. For example, taxes for a family whose income is $20,000 a year are taxed at a rate of 20% where a family with income of $30,000 a year is taxed at rate of 30%. If an average tax rises quicker with income then one tax structure will become more progressive than the other. When it comes to progressive tax and the �ability to pay�, the concept should consider how taxpayers respond to high tax rates and how society values a dollar. To a low income family this could mean more food in the cabinets where as to an upper income family it may mean more material possessions.
