Bobbio was a liberal socialist, part of an Italian tradition of radical liberalism represented most notably by the great Piero Gobett. He was strong advocate of the rule of law, the separation of powers, and the limitation of powers, he was a socialist, but opposed to what he perceived as anti-democratic. His book, Liberalism and Democracy, is an introduction to the relationship between the two concepts. He attempts to sketch the theoretical foundations of the �rights-based� state and the �popular� state, in order to identify their points of intersection and potential agreement. Bobbio begins his argument by distinguishing between liberalism and democracy. The first one implies limits on the exercise of political power (it is the opposite of the absolutist state). The second one implies the distribution of political power. For Bobbio, this distinction corresponds to the distinction between modern and ancient liberty, or between negative and positive liberty.
