People constantly need to get a hold of someone while they are driving. Nothing is faster or easier than a cell phone. They are very portable and easy to use, and with so many providers and subscribers, service can be found almost everywhere. Cell phone subscribers in the United States has grown dramatically in recent years, from 92,000 people in 1985 to more than 77 million in 1999 (Regulation).

The first mobile phones became permanently built inside of a vehicle. A large community of mobile radio users connected with each other with these phones. Later on, the mobile phone technology would give way to a later version, so called “the bag phone” (Wikipedia). This phone had a lighter plug-in so that it could be unplugged and carried around.
