POWER The Latin noun potestas reveals power as an investment that realizes the potential of human nature, whether individually or collectively. Political scientists may not always concur on the proper measure or criterion of power. However, there is widespread agreement on the fundamental qualities of sovereign power. Three of these qualities � population, law and order, and education � may be discerned as constituting essential stages in the process of developing power. These lineaments converge in the phrase �minimal sovereignty.� The concept of �minimal sovereignty� is critical for political scientists to decide whether a nation is �strong� or �weak,� �leaders� or �bottomfeeders.� �Minimal sovereignty,� the basic legitimate exercise of power by a state, shapes the role of a state within the international system.
