After the much awaited declaration of the new united German empire in January 1871, the new German Reichstag was also later formally declared on 4 May 1871. By this point in time, Bismarck had fulfilled his aims, as far as territorial expansion was concerned. He was now faced with the teething problems of this new Reichstag, and the manner in which these problems presented themselves determined Bismarck's policies. These teething problems include the social and cultural problems of the new Germany. Culturally, Bismarck's aim was to develop a stable and secure national identity, especially given the somewhat diverse cultural aspects in Germany, stretching, religiously, from Catholics to Jews, and territorially, from Alsace-Lorraine to southern Denmark - not to mention the prominent Polish population. This led to his policy of Kulturkampf; this policy did only however target the Roman Catholics, the prominence of whom could be seen in the Reichstag in the form of the Centre Party.
