Endangered Species Act Evolution has been shaping the planet for millions of years. Natural selection, the driving force behind evolution, eliminates species lacking the genetic variability to survive in the current environment. Extinction is natural; it is the current rate of extinction, resulting in decreased biodiversity, which affects the sustainability of other species, including modern Homo sapiens (humans). The Endangered Species Act (ESA), although strong, requires reform in critical habitat designation and habitat conservation plans. First, critical habitat designation requires the US Fish and Wildlife Service (FWS) and National Marine Fisheries Service (NMFS) to include economics, along with science, in their decision about habitat designation. Critical habitat is about conservation of endangered or threatened species not about economic growth for the elite. When congress mandated a cost�benefit analysis they weakened conservation by making it a servant of economics, which contradicts the purpose of the act.
