In what ways, and for what reasons, did the President and Congress of the United States come into conflict between 1952 and 1980? The “Father of the Constitution”, James Madison, in defending the newly proposed Constitution in 1788, noted an underlying principle of competition and rivalry among the branches of power, as a means of limiting and controlling government. There have been numerous occasions throughout American history where the legislative and the executive branches of power have come into conflict with one another, for various reasons. Even before 1952, problems between the President and Congress occurred; this is effectively illustrated in particular by the ‘Fair Deal’ iniative set up by Truman, which had been instantaneously ‘frustrated by Congress’, a soon to be recurring theme. The core principle in the American government system, the separation of powers, is to me a vital cause of congressional and presidential conflict.
