Introduction Basel �� was established in 1988 by Basel Committee (BCBS) in Switzerland. BCBS was primarily formed as a response to the failure of Hersatt Bank in Germany in 1974. As a result the committee had then published a framework which sets out minimal capital requirements for banks. Basel �� also known as Basel Accord was enforced by law in the group of G10 countries. G10 is made up of countries that agreed to participate in General Arrangements to Borrow (GAB). The Bank for International Settlement (BIS), International Monetary Fund (IMF), European Commission and Organisation for economic co-operation and development (OECD) are official international observers of G10 activities. (Wikipedia, 2006) In 1991, Basel �� was implemented in the U.S which was applicable to all banks. Under Basel �� capital requirements are linked to credit risk.
