President Woodrow Wilson our twenty-eighth president considered himself the personal representative of the people. �No one but the President, �he said, �seems to be expected� to look out for the general interests of the country.� He worked on establishing many laws and agencies that would benefit the citizens of the United States before and during WWI and for the future of our country. President Wilson believed the banking system had to be changed and should be run by the government to ensure fairness. He established the Federal Reserve Act in 1913. It created a national banking system to help the government control the economy. Wilson pledged to keep the U.S. neutral and to work for peace, during his 1916 re-election campaign. It was a close election, but Wilson defeated Republican Charles Evans Hughes. American newspapers published a decoded telegram from German foreign minister Arthur Zimmerman proposing an alliance with Germany and Mexico. The telegram known as the Zimmerman Note outraged the American people. On April 6, 1917, President Wilson declared war against Germ......
