Abstract �This study focuses on three main dimensions of literacy: the prose skills necessary for understanding and using information in narrative texts; the document skills needed to understand and use graphic and tabular information; and the numeracy (or quantitative) skills involved in working with numbers, measurements, statistics, shapes, and the like (Newman 2006).� If our teachers are extended more autonomy, I think they will value the role the needs assessment factor can play in adult learning. In this paper, the rationale for this study is to learn if there is a common truth about all needs assessment approaches. What helps the educator interpret the needs so that there is a winning approach used for planning an effective adult education program?
