By the end of the French Revolution and the Napoleonic Era, and the demise of Napoleon Bonaparte I, Europe was in turmoil and needed a plan to settle the tensions left after the war and decide how to restore Europe. In 1815, the four powers of Europe formed what was called The Congress of Vienna, to try and restore Europe to Pre-Napoleon and French Revolution status in 1789. The Congress of Vienna was started with a delegate from each of the four powers of Europe. They were Prussia, Russia, Austria and Great Britain. A delegate from France was added at a later time. The representatives of the Congress of Vienna were Prince Metternich from Austria, Tsar Alexander I, from Russia, Prince Karl von Hartenburg of Prussia, Count Castlereagh of Great Britain and the last delegate which was added to represent France was Prince Talleyrand. The goals of the Congress of Vienna were not only to restore Europe prior to 1789, but to restore security and order to Europe as well.
