A non-profit group or association that acts outside of institutionalized political structures and follows matters of interest to its members by lobbying, persuasion, or direct action is a non-governmental organization (NGO). The term is generally restricted to social, cultural, legal, and environmental advocacy groups having goals that are primarily noncommercial, but how effective are the NGOs in their efforts to lobby the powerful for new global rules that advance human welfare? NGOs exist for a variety of purposes, usually to further the political or social goals of their members. Examples include improving the state of the natural environment, encouraging the observance of human rights, improving the welfare of the disadvantaged, or representing a corporate agenda. In 1909, there were already 176 NGOs, by 1960 there where 1,255 NGOs and today double that amount. NGOs dabble in political, social, and economic activity, including science, health care, culture, theology, law security, and defense.
