The September 11th attacks on the United States of America created a new era for war tactics. In the essay �The Imbalance of Terror� Therese Delpeah states that �now, something different, something unrecognizable, something irreconcilable with concepts inherited from past experiences of either war or terrorism has come into being. The new phenomenon, however, does have a name: asymmetric warfare.� Asymmetric warfare is defined as �a conflict in which the resources of two belligerents differ in essence and in the struggle, interact and attempt to exploit each other's characteristic weaknesses.� (Wikipedia) These tactics are potentially dangerous and increase the risk of civilian casualties.
