With the rising price of oil and the unpredictable state of the Middle East, the United States, which consumes 20 million barrels of oil per day, is responsible for producing a fourth of the world�s carbon emissions (Churchill), is looking to reduce its dependence on foreign oil. During the late 1990�s, there were several major automobile manufacturers who produced a limited number of electric vehicles in response to the Zero-Emissions Vehicle (ZEV) mandate passed in California. Most of the cars were leased rather than sold outright, but when the ZEV mandate was lifted and the lease periods ended, the manufacturers repossessed most of the vehicles and crushed them, claiming there was no demand for the product (�Who Killed the Electric Car?�, 2007).
