Bureaucracy and De-centralisation In general, organisation exists to enable individuals to communicate with each other and contribute action to achieve a common purpose (Litterer, 1969). Organisations adopt different structures depending on their operating needs. There are two main forms of organising firms which I aim to analyse and evaluate namely bureaucracy and de-centralisation. Both forms will be evaluated in terms of principles, features, advantages and disadvantages. Finally, I will come to a conclusion and identify which form of organisation is the best approach. Bureaucracy form of organisation: Bureaucracy is a �form of organisation structure that is characterised by a specialization of labour, a specific authority hierarchy, a formal set of rules, and rigid promotion and selection criteria�. (Huczynski, 2001:874). This structure is mainly found in large-scale organisations of which four key features are documented by Weber (1946).
