Page 1 The objectives of the federal government when taking into consideration the incarcerating an individual is as follows; the likelihood of that individual re-offending, the maximum benefit that that individual will receive from being sentenced, and any public safety concerns. The issues which a rise from the cycle of individuals being placed in institutions is, are theses institutions proving to be effective, what are the affects from long term confinement on these individuals, and is longer sentencing making any significant difference in deterring crime. The question then becomes is the government trying to meet their objectives at the stake of these individuals life�s, and\or is incarcerating these individuals for such periods the only way to ensure the protection of society? Examining the governments objective's it is clear that even though the government does have the right intentions of protecting society, and doing what seems to be needed, the ways in which these objectives and goals are being obtained are proving to not be effective.
