In my organization the management methods come from the public sector. All policies and procedures for the United States Army Finance Department come from military doctrine. Military doctrine is written by personnel who work for the U.S. government. Many of them are former military personnel who have countless years of experience in a specific area. This doctrine is used to give members of the military structure to their services. This helps in the management of personnel and resources. It all goes back to the government. They are responsible for all the policies and procedures getting down to all members of the Armed Forces. It is up to the leaders at the lower levels to teach and enforce the standards outlined in the military doctrine. Those leaders use counseling sessions, evaluation reports and inspections to manage personnel. Military doctrine provides the policies and procedures that govern how personnel are to conduct business on a daily basis.
