In the past, students were only the ones who were held accountable for their school�s performance. Adopting from the field of business management, the concept has made other members of the school like teachers, principles, or administrators to share the responsibility in order to create school�s effectiveness. (Allan C. Ornstein 1973) Since then, educational value has shifted from the input approach to focus on the visible output approach which is measurable. (Wagner 1989 cited by McKenzie, Mitchell and Oliver 1995) Accordingly, when considering how effective schools are, the initial thought that comes up for most parents is their students� academic outcomes which are measured by standardized test scores. These are the only data presented to parents in order to show whether schools have achieved their goal or not and to provide them choices when selecting schools for their children. However, these raw score or so called �league tables� cannot be the only factor to judge whether schools are effective or ineffective. The reason is students from each school do not have the same back......
