Many things must be taken into consideration when imposing a sentence on an offender who has stolen the identity of other for the purpose of gaining credit, goods or money. The purpose of the Pre-Sentence Report will give the sentencing Judge a complete background overview of the defendants life and will help the Judge decide what sentence to impose. This report contains offence data (i.e. charges and past convictions, pending charges). Offender characteristics, (i.e. problems regarding family, health problems, criminal history, substance abuse). Offences conduct (i.e. victim impact, and acceptance of responsibility). Physical health, (i.e. any serious or chronic illnesses and medical conditions). Mental or emotional problems (i.e. history of treatment for such problems, defendant�s history of substance abuse and treatment). The offender�s education and vocational skills, in addition the offender�s employment and ability to make restitution. (pre-sentence report, 2001).
