Open Skies Agreement For many years the United States and the European Union (EU) have tried to negotiate a deal that would increase competition and reduce rates for transatlantic flights. The open skies agreement states that transatlantic airline markets will be open to both European and American airlines. The agreement will allow European or U.S. airlines to fly any route between cities in the EU and the United States. In addition, United States airlines will be given the right to fly between European cities, and EU airlines will be allowed to operate direct flights between the United States and non-EU countries like Switzerland. The old system required airlines to depart from or land in their native country (an Air France flight, for example could not fly directly from New York to Frankfurt without stopping first in Paris). Airlines were also restricted from flying in certain cities, with airport agreements negotiated for select carriers.
