Starting as a very basic Convergent Technologies Operating System (CTOS) based program written by a retired Coast Guard E-7, ANGEL (as it was known) was originally developed as a way to respond to interested parties (leads) that were not yet ready or able to visit a recruiting office, as well as, a forms generating system that enhanced the accession process, and improved the efficiency of recruiter performance. Over a period of two years, the system rapidly became a nationwide extranet used by the Coast Guard Recruiting workforce that: provides, stores, and reports on all aspects of recruiting from the moment someone (prospect) first requests information to the point they depart for Basic Training.
