Does Improving Quality Increase or Decrease the Cost of Services Provided? Quality has emerged as a critical factor in every aspect of our lives, especially health care. Patient safety is one of the nation�s most pressing health care challenges. Although continuous quality improvement has initial start up cost (increase), overall cost decreases over time. A report released in August 2004 by HealthGrades�, the health care quality company, states that an average of 195,000 people in the USA died due to potentially preventable, in-hospital medical errors (Loughran, 2004) in each of the years 2000, 2001 and 2002, according to a study of 37 million patient records. Although this was less than 1 percent of the United States population (U.S. Census Bureau, 2005) during that time period, it�s unacceptable because it could have been prevented. The study also found nearly double the number of deaths from medical errors found by the 1999 IOM report "To Err is Human," with an associated cost of more than $6 billion per year.
