The issue of a financial cover up and misrepresentation begins in 1986, when Kenneth L. Lay became CEO of Enron and in the later years partook in illegal acts deemed to be unethical. Lay a CEO of a billion dollar corporation claims that he knew little of what types of activities were taking place, but he was present at those particular board meetings that led to off the balance sheet partnerships. Throughout all this Lay is informing the public that Enron is strong, when he himself is selling $80 million of his own stock. Furthermore Lay was repeatedly draining his $4 million credit and repaying it back with Enron shares. His reason for repeatedly draining his line of credit was he had no other source of liquidity to produce funds. This is the way a rule utilitarian would view the issue.
