The welfare and poverty laws were developed to aid the poor, even though the early policy programs did harm by developing a welfare dependency. There have been many definitions of poverty, and they have been criticized on many grounds. The only way to create an appropriate policy solution to poverty is to understand the scope and nature of this public policy problem. Poverty continues to exist but changes in the poverty laws can keep people from becoming dependent on welfare in today's society (Stewart, Hedge, & Lester, 2008). The official definition of poverty was developed by the United States Social Security Administration and is measured as a quantitative index. It states an individual or family is defined poor if their income is below a certain level that is adjusted by the size of the family, for urban or rural residence, and for changes in prices each year.
