The evaluation given seems to suggest that Elizabeth I became less and less involved with government resulting in the crown being merely a figurehead of England and Wales by 1603. It can be argued that the most important part of government by 1603 was the Privy Council. The Queen couldn't pass any laws unless she had agreement from her privy councillors and from parliament, meaning that a position as monarch was no more powerful than a position as a councillor or a member of parliament.
By the end of her reign, as an ageing Queen, Elizabeth had become less and less interested in running of Tudor England. Her councillors were more than capable to make decisions without her. The crown can be seen as playing the role of mediator in government, especially in Privy Council where the Queen's advisors would often disagree on matters such as possible marriage suitors.
