In the early 1990s', the National Air Space (NAS) started to have problems with the large airports not having enough room and were becoming congested. This started another problem of overcrowding the NAS with potential and actual airspace problems. More and more flight line incursions were happening, along with air-to-air accidents. This problem came to the attention of the U.S. President who instructed Congress to look into the issue. Many studies have been done, plans enacted, and more control functions by the FAA, but the problem still exists and is getting worse year after year. New innovative ideas and thinking outside of the box is needed to over come and repair the congestion issue.
