LEAVING CHILDREN BEHIND IN NO CHILD LEFT BEHIND No Child Left Behind. What could be a more worthy goal for our schools? Unfortunately, the new federal Elementary and Secondary Education Act (ESEA) will aggravate, not solve, the real problems that cause many of the children to be left behind. �The law, as passed, will have precisely the opposite effect of its name, with the most damage being done to low-income and minority students.� (Neill,225) The �Statement of Purpose� that the act intends to cure is to ensure that �all children reach challenging standards in reading and math and to close the academic gap that exists by race and class.� (225) This all sounds well and good, but exactly how does the Bush Administration intend to carry out this proposal? Basically, the law demands that annual testing in grades 3-8 in reading and mathematics and testing in Science at least once in elementary, middle, and high school.
