Since the French and American Revolutions the promise of the liberal nation-state has been held out as the model for a political society. This idea of a liberal nation-state is a policy held together by the rule of law, by a monopoly vested in government rather then the legitimate use of force, by a constitution that guarantees the universal rights of citizenship while simultaneously giving recognition and equality to cultural difference. It is a society based on free trade and equal rights to property. This model for a political society has been withheld through proven victories of this system that the liberal nation-state is the ultimate modern society over the traditional nation-state. This idea has been very successful at times, and in many instances been very unsuccessful such as in Haiti, China, and Europe where it has been unsuccessful in delivering on its promise due to their tight grasp of past beliefs and traditions.
