Napoleon was, first and foremost, a military man. From a young age, he'd been involved in the military, and with that came a military mindset that pervaded every decision he made. The belief in discipline, in unquestioning obedience to a higher power, was a deeply ingrained part of Napoleon, and this was in no other place more evident than in his attitude towards the populace during his reign. Many civil rights were severely curtailed; there were �harsh penalties for political offences,�2 and the number of newspapers decreased to four, all essentially under the control of the governement.3 All of these changes where the result of Napoleon's military style of thinking; to wage an effective war (as he was doing), he needed the homeland to be content and unified behind him, and, largely because of these measures, it was. Another example of this form of thinking was his Napoleonic Code, which is still the basis of the civil codes of many modern European countries.
