“Witte and Stolypin came too late to save the Tsarist regime.” Discuss. Free Essay, Term Paper and Book Report

There are many different views on why the Russian Revolution of 1917 took place. This statment suggests that both Witte and Stolypin could have prevented this revolution that involved the collapse of the Tsarist regime had they been around earlier in Russia’s history. To realise the validity of this statement one must look at whether Witte and Stolypin had the potential to stop the revolution and to analyse what differences could have occurred had they come earlier. Sergei Witte became Minister of Finance in 1893 and later became Minister of the Interior in 1905 after successfully negotiating an end to the Russo-Japanese war until April 1906. In these positions Witte pursued policies to appease the Russian people in an attempt to end a revolution and to modernise Russia economically to become a great power comparable to that of the west. This can be seen in that Witte strongly encouraged Tsar Nicholas II to pass the October Manifesto in 1905 which was a bill granting people freedoms and granting the creation of a nationally elected state Duma.
