The North American Free Trade Agreement (NAFTA) was implemented on January 1, 1994. The agreement was put in place to remove barriers to trade and investment among the United States, Canada, and Mexico. With the NAFTA agreement all non-tariff barriers to agricultural trade between the United States and Mexico were eliminated. Many tariffs were eliminated immediately, with others to be phased out over periods of 5 to 15 years, however all agricultural provisions will be implemented by the year 2008. In addition to the agreement with Mexico, provisions of the U.S.-Canada Free Trade Agreement (CFTA), in effect since 1989, were incorporated into NAFTA. In these provisions, all tariffs affecting agricultural trade between the United States and Canada, with some exceptions for items covered by tariff-rate quotas (TRQ�s), were removed by Jan. 1, 1998. The two other countries, excluding the U.S., also reached a separate bilateral NAFTA agreement on market access for agricultural products.
