In addition, the country suffered seriously by one of the longest war in the contemporary history. In the last decade, it has been significantly changing its economic and social systems under the fundamental reform of development patterns. With the transition from a centrally planned economy to a market economy, the state subsidies for public welfare have been reduced. The fallout from the Asian financial crisis that began in mid-1997 has caused massive unemployment, decrease income, exertion of poverty throughout the Southeast Asian countries. In Vietnam since the end of 1997, worrying symptoms have emerged concerning the structure and efficiency of the economy. In the context of the economic slowdown, the population, especially the poor people, is affected negatively.
