Chinks in the international nuclear order are beginning to be exposed, with Tehran's decision to break UN seals at its Natanz nuclear plant.
This indicates that protracted negotiations with the EU-3, to whom Tehran had earlier committed to freezing its nuclear activities, have borne little fruit.
It is not clear what Tehran intends to do now, but resuming full-scale nuclear enrichment activity at Natanz would certainly throw out a challenge to the international community and the IAEA.
Under the Non-proliferation Treaty which Tehran is signatory to, it is allowed to conduct nuclear enrichment activity for peaceful purposes.
The catch is that it had kept activities at Natanz secret for a long time, and has not given the IAEA access to all sites as well as the information it wants.
These amount to violations of the NPT, leading to suspicion that it is really interested in a nuclear bomb. Matters are not helped by President Ahmadinejad's threats to wipe Israel off the map, or his denial that the holocaust ever occurred.
New Delhi is only a bit player in all this......
