The Economic Development of the Job Market in Rutherford County Spring 2007 Like much of western North Carolina, Rutherford County has lost many jobs over the past few years. The loss of textiles has left many families helpless. The question is what to do in order to replenish the job market in the county. Throughout this paper I discuss and analyze what areas Rutherford County has for economic growth in this area. While doing my analysis I used a few different tools. These included location quotient analysis, shift-share analysis, and a theoretical IMPLAN model to see where growth in the number of jobs needs to come from. Given the background of the workforce, I conclude that the focus on economic development needs to be on the manufacturing sector. Growth in this sector would promote growth in other sectors that I talk about; such are the service and retail sectors as residents had more disposable income. I decided that in order to attract new manufacturing companies, the county must offer incentive plans that would convince the companies to move into....
