Often referred to as �the high tide of liberalism�, Gladstone�s first ministry undertook a wide range of legislative reforms which affected nearly all the major institutions of the state. The army, the universities, the legal system, the trade unions, the voting system, the civil service and education all underwent significant modification. Gladstone�s first cabinet reflected the diverse composition of the Liberal party. It contained three former Peelites, Gladstone, Cardwell and De Grey, with three liberals, Childers, Goschen and Bruce and two radicals, Lowe and Bright.
