From 1781 to 1789 the Articles of Confederation were the primary basis of the U.S. government and did an ineffective job of controlling the newly liberated country. Due to the fact that a couple of things were not thought about very well, the articles had kept the country in an almost declining fall after the revolutionary war. People in the nation were starting to agree that they should go back to having being ruled by the British. Taxes, wars, and unrest were increasing while profit, production, and liberty were decreasing. After the Articles of Confederation were set up in the United States, it was hard for the thirteen states to agree on taxes that should be imposed on which states and how much. For example, Rhode Island had sent a letter to congress saying that it was unfair for congress to impose a big tax on them on imports because that is what the economy of Rhode Island depended on and by getting a big tax imposed on them they would lose a lot of money.
