This article discusses the many challenges of the child welfare system that it is currently taking place today and how it can improve this system in the Twenty-first century. Major societal problems lead up to children becoming a part of the foster care system. Problems such as, very high rates of child and family poverty, homelessness, unemployment, and substance abuse. In addition there are many more things that can be added also, but we will just mention these few. Trying to support these children, the child welfare system faces many challenges. In the 1980s and 1990s, there was an increase of child welfare caseloads, but as we got in the 1990s the number started decreasing. In 2001 there were some 542,000 children still in foster care system. Several statistics show that African-American children make up the largest number, with the average age of the child is under five. Most of the children are forced to be placed in nonrelative foster homes, some are place in group homes and other state run institutions.
