Corruption is undoubtedly a large problem for both developing and developed countries; the problem is so devastating that in some countries corruption has turned societal resources into illegal, immoral, and unproductive activities. It also challenges the very foundations of societal health and destroys citizens trust in leadership and system legitimacy (Farazmand 1999: 518). Despite these devastating effects, corruption is not easily defined, nor is there a universally accepted definition. However, in this essay I will argue that despite the discrepancies in the definitions of corruption there is a universally accepted understanding of what actually constitutes corruption. I will also examine the causes of corruption that have led to corruption flourishing in certain places at certain times.
The difficulty in defining what corruption is arises from the multitude of definitions and the emphasis placed on these definitions. The United Nations Development Program (UNDP, 1999: 7) defines corruption as the abuse of power for private gain through bribery, extortion, influence......
